The pace bowler has taken 309 Test scalps in 71 Test matches with an impressive average.
Australia's chair of selectors Bailey has declared that captain Pat Cummins will play a "major part" in this winter's England-Australia contest.
Speculation had been growing that the 32-year-old might sit out due to a stress fracture in his back that had not yet healed.
Earlier indications from the squad suggested no definitive call had been made regarding his involvement, with the extended contest scheduled to begin on the 21st of November in Perth.
Bailey expressed that Cummins is "building up" and remained hopeful about the prospects of taking part.
"We're aware that the clock is ticking and there are permutations involved, not just his injury, but further aspects," the selector added.
"The outlook is good. There's strong faith that he will feature a significant role. Ideally starting in Perth. If not, we'll adjust."
Past Concerns
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lower back issue.
There is a track record of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a limited period.
The bowler mentioned he would be proactive in his approach in his comeback strategy to ensure his availability for the Ashes.
The selector indicated that he did not know if Cummins had begun bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to recover fully for the initial match.
Contingency Plans
If he's unavailable, former captain Steve Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from the ODI lineup for their ODI contests against the subcontinent side as a precautionary measure because of soreness in his side.
Bailey described it as a "slight concern and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into developing the strategy for him to take part for the initial game as an dual-role player," he elaborated.
"He was only going to play the initial matches anyway. The way he swings the willow in shorter formats, if it causes any delay for a short period, we opted to adopt a safer strategy."
